[Icecast] problems compiling libshout-kh

thats ices-kh, libshout-kh is one up, although you don't need 
libshout-kh now. libshout 2.1 had the necessary work for ices-kh

The m4 directory should checkout automatically, just like thread, log 
etc, the path is the default one for icecast as a whole
