[Icecast] Gettin station Ident played on connectiong to stream

Hi:

In addition to anyone connecting directly not hearing the intro, the one 
big drawback to this approach is that it allows the listener to skip it by 
advancing to the next track.  I've done this myself.

I'd also find it useful to have this fascility in the server for use with 
fallbacks.
