[icecast] could not create listener socket on port 8000

ah.  I think I see your problem.  You don't want to use both of these port
values.  If you want it to just use one port on all interfaces, use the
first one.  If you only want it to use port 8000 on the 192.168 interface,
or if you want to use multiple ports, use the second one.  Don't use both,
as it will try and do both and obviously fail.
