[icecast] does icecast care what it streams?

I'd certainly like it to, and plan to implement this if no one beats me to it.

BTW, theora streams are I think a use case for tcp streaming of speex over ogg. The bandwidth 
savings for conference presentations and the like will be worthwhile, and theora itself really 
wants a reliable transport at low datarates.

I also think being able to archive talks by just saving the http stream is as valuable with speex 
as with vorbis.
