[icecast] automating icecast2 startups

Hi Kerry,

didn't follow the discussion up to now I'm afraid, but maybe this 
helps:
send high-quality Ogg-sound to the server, e.g. on mountpoint "/high-
ogg" and use Oddsock's stream-transcoder to downsample it so "/high-
mp3" or even "/low-mp3" or whatever and let streamTranscoder send 
this to the new mountpoints. If you run icecast2 and streamTranscoder 
on the same server (had no problems with performance) you don't need 
extra traffic and everything works fine.
