[icecast] Oddcast suggestion

I don't think the listeners player should send anything as that would
require other Ogg players to follow suit.

I was thinking of simply the OddCast plugin checking the IceCast2 server
every 5 or 10 seconds to see if any player is connected.  Maybe it could
just check the yp dir.  If there are no listeners then don't send audio.
That would work, wouldn't it?
