Specifically because we will be creating hundreds of streams and would
like to reduce the number of PC's required.  We want to pre-encode files
to 32kb/s and send them directly to IceCast2 without re-encoding.  I'm
developing Windows software to create the playlists and would like to
manage the stream feed also in Windows, but I don't want to go down to
the level of actually writing a client myself.  I don't have the time or
ability to do that.
