[icecast] ices 0.2.3 / icecast 2

when you fetch the stuff from www.icecast.org/~brendan/, namely his
updated version of ices 0.2.3 and libshout 2, it works quite well.

I'm webasting 2600.com's OTH show, using ices 0.2.3 and icecast 2. it
works very well. url:
