Jah, but that doesn't say it isn't there. Just use the regular way of
subscribing to a majordomo list by sending a mail to majordomo at xiph.org
with "subscribe cvs" (w/o quotes) in the mail body.

Don't expect daily updates on that list, though, not everything the
developers work on gets commited immediately. It's mainly a good hint
for non-developers like me to know when it is time to fetch new sources
from CVS.
