Icecast itself is pretty good at this -- it can serve up a .PLS file
which, on most systems, triggers the player to load:

http://SERVER:8000/playlist.pls?mount=/MOUNTPOINT&file=FILENAME.pls

Of course it won't work for *every* system... it requires that the browser
knows to handle the .PLS file by loading the player. A default
installation of WinAmp does this.
