[icecast] Win32 streamer?

Use "advanced recording", it records "what you hear" then. It also
streams silence and won't disconnect when it doesn't get any data it
could stream. icecast2 comes with a reference config file that is easy
to understand. Read it and simply remove or comment the parts about the
directory servers.
