[icecast] What's needed for non-live streaming of mp3 files

ices can take files from a playlist (re-encode them if you want), and then 
sends them on their merry way to icecast, who then distributes them to the 
clients with great vengeance and furious anger.

hout has been retired; liveice works but is old; darkice is for live input 
only. There are others, check muse, etc.
