It's been some time since I messed with the icecast 1.3.x series, but if I
recall correctly, list.cgi doesn't exist in a physical sense.  icecast
answers calls for it correctly, but there's no file as such.  This is why
it's http://server:port/list.cgi instead of http://server/cgi-bin/list.cgi
