You might try taking a look at the DJIAB project (www.djiab.org). It uses
lame for realtime re-encoding of mp3s. My station
(www.goonsquadradio.com) take 128bit mp3s and reencodes them to 40k on the
fly.  You should be able to borrow the technique that djiab uses for your
needs.
