[icecast] Bitrate werid

Hey

Remeber a few months ago the lightweight broadcaster that Scott put on
the list and called liveice_2.c.  I compiled it the other day because I
was bored, and I found that the sampling rate was always far too
fast.  I'm just wondering if anyone else found that problem in that chunk
of code.
