I think this is true.  However, if I'm not mistaken, the comments are part 
of the codec payload and not part of the ogg bitstream layer.  for example, 
the Vorbis comments are in one of the three introductory (header) Vorbis 
packets, the 3rd if I remember correctly.  So calling them Ogg Comments 
could at the very least be a bit misleading.

I *think* that Ogg Skeleton could be used to include non-codec-specific 
metadata, but I've not really looked much into Skeleton so don't quote me on 
that.
