As far as I know, Speex works both within RTP encapsulation over UDP
and Ogg streaming over TCP.

Speex may not be as popular as Vorbis right now, but it is the
ultimate voice codec and well suited for VoIP and podcasts.  Do not
discard it only because of its lower popularity.  Speex will make a
great combination with the <audio> element of HTML 5.

Although Speex achieves smaller sizes (and thus streaming it works
faster) than Vorbis at different frequency bands, Speex is only for
voice.  It would be awful for say a live concert recording, whereas
Vorbis is well suited for general audio, especially music and would be
the appropriate format to choose for such case.
