As one of those people, I'd like to say that IRC discussions until 3 in
te morning are one such thing that discourages me.  Is there a chance of
having somewhat sane hours for Europeans with a job ?

I applaud the idea on its own, for sure, but don't miss out on useful
info from people because of a) bad hours and b) not giving people enough
advance notice.
