I don't think so.  I know icecast 2.0 wouldn't, but I'm not so sure about
Icecast 1.3.X

Icecast needs more developer documetation.  I know there is libshout
documentation at developer.icecast.org, but I'm not sure if it would work
well with what you are trying to do.

If you get it working, let me know.  That would be cool to have an Open
Video Streaming Application based on Icecast.  (Although I think it's a
long way off, about as far off as Ogg Tarkin)
