[foms] FOMS 2013 proceedings

Hi all,

this year was my first time at FOMS and I had an excellent time 8) 
Thanks Silvia and all the people that helped organise it. And thanks to 
the IA for being such great hosts!

I've also been asked to let all the people that were interested in the 
Streams discussion to know that there's an updated draft of the W3C 
Streams API spec now available.

Below is the announcement email that the editors sent out and they've 
been really proactive about engaging with the feedback I provided after 
our session at FOMS. I know they'd appreciate any further feedback any 
of you might have too.
