[foms] WebVTT spec bug

Hi

In a break-out session about positioning in WebVTT we discussed that the  
default positioning of the cue when specifying only align:start or  
align:end is unintuitive. I've filed a spec bug about that:

(In the same break-out session we discussed adding ability to specify  
anchor points for positioning of cues, for which there's already a spec  
bug but I don't have a reference at hand...)
