You don't need seekpoints to seek in FLAC.

You can simply jump to a position and advance to the next valid frame,
then conduct a bisection search to find the location you were looking
for.

Seekpoints act as a helper to reduce seeking (and to make seeking
possible for applications too stupid to perform a search on their
own).
