Check the config.log file generated by configure for why the 
FLAC check failed.

The libFLAC API has changed enough between 1.0.3 and 1.0.4
that some progs that use it will updating.  I am pretty
satisfied with it now so this should be the last version in
a while to cause these kind of problems.

Deprecated.  I am contemplating removing it from the subset
to reduce the decoder complexity, since it doesn't really
help compression much in the general case.
