There are two possibilities.

You can add the following to flac.sourceforge.net/.htaccess before any 
general redirects (this can be added to xiph.org/flac/.htaccess too, if 
desired)

RedirectMatch permanent feed.rss http://xiph.org/flac/feeds/feed.xml
