[flac-dev] Encode wav to uncompressed flac

Compressing any kind of data losslessly does not reduce its quality. This includes FLAC, zip files, or anything else.

If you're really adamant about raw WAV files and metadata, foobar2000 has support for writing RIFF tags to a WAV file, allowing some tagging capability.
