Libiconv is the library which character encording is changed into. It
was introduced for internationalization.

There are two methods which solve a problem.
One is to build from the source code of flac plugin. When no libiconv,
configure script forms plugin without a change function.
One more method is to install libiconv. Source program is in
http://www.gnu.org/directory/libiconv.html.
Somewhere will have a binary, too.
