You will probably want to skim the documents in doc/ in the flac distribution,
but I think the sort of thing that you want (libflac API documentation) doesn't
exist yet.  Instead, you can look at the command-line encoder/decoder
(src/flac) and the input plugins (src/plugin_*) for examples.
