[Flac-dev] possible bug with -p

There is a possible bug than can cause encoding errors when -p is
used (-V will catch it though).  -p is not a practical option anyway
and it is only turned on by default with -9.  It is mainly there to
test the theoretical limits of the encoder.

Until I track it down it will be safer not to use -p.
