It does appear in unofficial "Comment filed recommendations".  Doesn't
appear in in v-comment.html but probably should.  The "official" mention
of it is this email by Monty:

If somebody builds a time machine he can gateway the Internet to itself
with a time offset.  I wonder what implications that would have...
