Anything since the format was fixed will play on any compatible decoder
since about RC1/RC2.  (The point of calling them release candidates was
that the decoder was final minux bugfixes).

IIRC, the format was fixed in March of 2000.  Anything since beta1
should be a valid Vorbis file forever.
