This has been discussed quite a few times already and will not happen.
Especially since Monty's job is coding and definitely not (dis)approving
spam. ;P Allowing posts only by subscribers won't happen either for
reasons already explained on the other lists.

He said he would look into setting up something that requires
confirmation of posts from non-subscribed people, which would pretty
much eliminate this kind of spam that gets past the filters. Do not
expect this to happen before Vorbis 1.0 that surely has higher priority,
though.
