[advocacy] another micropayment scheme

The Register is using an SMS based payment scheme for their
pay-to-play TV programme. The price of the media - they suggest 50
pence or 1 pound sterling - appears as an item on your mobile phone
bill. Tough if you don't own a mobile phone...

The advantadge is that a credit card/merchant account doesn't seem to
be required. The system has potential for optional donations to
artists, although the drawback would be that not all countries have
high SMS usage. In the UK nearly every teenager seems to use SMS, and
quite a few adults too.
