Excellent! I like the free loops - that implies you want people to
make music, not just passively 'consume' it, which is good to hear
about.

I'm no expert on Ogg Vorbis, but I thought there were lots of
programs that could this under Windows, up to and including Sound
Forge 5.0 - see:

I use oggenc on Linux myself.
