Yes, and the decoder is _already_ frozen.  Hence the name Release
Candidate 1.

The feature frozen encoder should be here this month.

But we froze the decoder frist, specifically to give companies a head
start.  The currently decoder will play all vorbis files from the 1.0
encoder.
