Because this is an inherently multipass technique - and the libvorbis
API is not designed for that. libvorbis gets buffers of input data
and writes output to memory buffers - it's the calling program that
writes it to a file, and which could automatically call rehuff-like
functionality if output was to a file. Not something that could be
added to the API with a simple flag or anything like that, though.
