[vorbis] CVS RC4 -q0 too good!

Yeah I know. I was just thinking that there may be a psychological need
to have a wider scale for "fit" more into it, so to speak, without using
too many decimals.
 
But the best solution IMO is to just keep the current 0...10 scale, but
redefine their meaning.
