This is NOT correct. vorbis has support for lower sampling rates. It
works fine. However, the libvorbis encoder is *not tuned* for lower
sampling rates, meaning that results for rates lower than 44.1khz are
suboptimal. But to say that you can't do it at all is very wrong, has been
since ... beta 3 maybe? Or earlier? definitely for a long time. so to
transcode, you won't have to upsample. I might also add that even while
being untuned and not as economical as it could be, it definitely sounds
better than MP3 at those same rates (IMHO).
2 notes for those interested in the latest. First is that current CVS
oggenc can now resample internally. Yay! And the other thing is that
Monty today committed tuned encodings for 32khz. Role on RC4!
