I don't know of *any* encoder that goes lower than nominally 48kbps with
44.1kHz/stereo music. You just can't get lower than that without
resampling.
A list of some important nominal bitrates would be nice, or oggenc
telling the user a recommendation what sounds best at that bitrate or
so. But those are just features that would make life more comfortable,
and they don't really have much to do with Vorbis itself. All that stuff
will very likely improve over the next months and years.
