[vorbis] Is there an oggenc low bit rate HOWTO?

Unfortunately this gives me:

"Mode initialisation failed: invalid parameters for bitrate"
(shouldn't this be initialization?)

I get the same message for any rate under 37 (though 37 works, which
is rate not available in oggdrop.  It doesn't sound too bad either).
