[vorbis] Uncoupled mode?

Where do you suggest we store it?
You don't need anything in ogg-tools for normal Ogg Vorbis stuff.
ogg-tools is an experimental module for testing multi-stream ogg files,
and is currently set up for Vorbis + MIDI in a single file.
Since there is not a readily available amount of audio data with
corresponding synchronized midi information, test.ogg is supplied so
that people have an example. It is non-trivial to create such a test
file.
