[xiph-rtp] Updated Speex I-D

Hi all,

As mentioned on #xiphmeet the Speex I-D is ready to submit to the IETF.  
One thing I forgot to mention was since the draft was written there is a 
new requirement for an offer/answer consideration section for SDP 
(draft-ietf-avt-rtcp-feedback-11).

Colin Perkins suggested looking at section 5 of RFC 3952 as an example 
of what's needed.  Jean-Marc, if you get a few moments spare can you 
have a look at RFC 3952 and see what is applicable to Speex.

If the changes are quick to do the updated I-D can be sent within a few 
days.
