[xiph-rtp] editing format

I've an updated version of the -03 Vorbis draft in xml format (renamed 
to -04).  It's a bit of a messy job to do but I can see the benefit on 
marking it up, for a new document it would be great.

However there are some nits in the resulting output which are either a 
result of me not knowing the schema well or some bugs in the output and 
the resulting txt file will need a little bit of post-parsing work.

I don't think I have commit access on Subversion to check this in and 
given the output nits and the changes that are going to take place 
shortly should it go on a  webpage for now?
