Aaron, what I proposed (and thought implicitly accepted) is that the
SDP contains an URL pattern that allows one to download a codebook
given the hash code; and that all RTP data packets have the hash code
of . 32 bits of overhead are not too much when the RTP header contains
at least 128 bits, and is simpler. Codebook updates are automatic.
