Just to be clear: Multiple implementations are required only for the 
*second* stage in the IETF standardization process: Draft Standard.  The 
first stage in the standardization process - Proposed Standard - does not 
require multiple implementations (but will, of course, require the 
consensus of the IETF AVT working group, and the IESG).

In any case, I also plan to include implementations of the Vorbis (and 
Speex) RTP payload formats in the "LIVE.COM Streaming Media" libraries - 
once these payload format specifications have undergone additional IETF 
review, and appear stable.  So that will be another independent 
implementation of these payload formats.
