[Vorbis] new release from pan.zipcon.net

When Ian linked me to the readme, I saw it. I also went to look for
info on such license.  It appears the EFF deprecated it in favor of
CC-BY-SA version 2+

Maybe it might be a good idea if the pan.zipcon.net updated the
notice.  Just a suggestion, of course.

And though I am legaly allowed to thanks to OAL, I'd like to ask
permission to upload this neat stuff into Wikimedia Commons.
