Can I conclude that frame size(output audio samples per channel) will be 
from 32 to 4096?

Yes, these refer to the same thing. The window/block size can be from
64 to 8192 samples.
The amount of decoded PCM data actually output per block, because of
the overlapping, of course, is different from this.
