[Vorbis] Sisvel's claim on MP3

I refer to your message on sisvel and would like to get some more info.
 
Do you mean if you want to buy a MP3 player and that it does not have
the MP3 Sisvel licence, you will not be able to load and listen to MP3
music? 
 
MP3 & 4 manufacturers charge extra for the Sisvel licence - If you order
the products without the licence, does it mean that the products will
still play MP3 & MP4 files? 
 
Do MP4 players also have to get these licences?
