[Vorbis] OggEnc Vs Oggenc 2

If you're referring to the compiles at Rarewares, which I am responsible 
for, then the answer is that the standard 'oggenc' compile is a plain 
MSVC generic compile whereas the 'oggenc2' compiles, compiled using the 
Intel compiler, are optimised for the processor types indicated.
