[Vorbis] Re-encoding Ogg Vorbis files?

Not really. It's probably possible to save some quality by writing a 
direct transcoder, but no one has been interested. Encoding from 
decompressed versions or (better) re-ripping from the originals are your 
best options.

You should complain to the company of course...
