[vorbis] make lo-fi sound as good as RealAudio?

Using -q with a managed mode is supported functionality; what you're
doing is requesting an encoding mode with the management model
'centered' on the model specified by the -q setting.  By centered, I
mean that the management engine will gravitate toward using that
quality setting whenever it can and still meet its bitrate
constraints.
